Cooperative Purchasing System

AN ECONOMICAL APPROACH

Since 1983, the Cooperative Purchasing System (CPS) has aimed to reduce operating expenses as well as the cost of certain products and services by pooling the purchases of the school boards on the Island of Montréal and other participating organizations.

The CPS policy revised on May 12, 2011, establishes the detailed parameters of the CPS, as follows:

  • The legal basis 
  • The general framework
  • The role of the Purchasing committee
  • The functions of the Comité de gestion
  • How to join
  • The call for tenders
  • Choosing suppliers
  • The duration and renewal of contracts
  • The Annual Report

This program has achieved significant results, with savings of more than $27,1 million over the past 32 years. In 2015-2016, savings will be approximately $1,8 million. The money saved by the school boards can be reinvested in student services.

OUR PARTNERS

The five school boards on the Island of Montreal and the Comité de gestion are the principal members of the Cooperative Purchasing System. In addition, the following organizations are currently members of the Cooperative Purchasing System:

  • Kativik School Board
  • Collège de Rosemont
  • Cégep Ahuntsic
  • Quebec Association of Independent Schools

A member of each school board and of each of the other participating organizations sits on the Purchasing committee. The major activities of this committee are to consult each other, share experiences and expertise, make recommendations on how to improve the system, follow up on the calls for tenders, study the bids, and choose the suppliers.

MEETING THE NEEDS OF PARTNERS

For 2016-2017, the Purchasing committee oversees the calls for tenders or the renewals for the following twelve categories of product and service :

  1. Printing paper
  2. Toilet paper and paper towels
  3. Garbage bags
  4. Light bulbs and lamp ballasts
  5. Cleaning products and supplies
  6. Air filters
  7. Computer supplies
  8. Heating oil
  9. Office supplies
  10. Printed Envelopes
  11. Art supplies
  12. Travel agencies - students travel

Calls for tenders are to be launched in 2017-2018 for the following categories (if applicable) :

  • In February 2017 : printing paper, toilet paper and paper towels, garbage bags, light bulbs and lamp ballasts, cleaning products and supplies, computer supplies, air filters and printed envelopes;
  • In March 2017 : travel agencies - student travel;
  • In April 2017 : heating oil, office supplies;
  • In October 2017 : arts supplies.

CPS ADMINISTRATION

The activities of the Comité de gestion related to the Cooperative Purchasing System are divided into two mandates:

General administration

  • Management of the budget
  • Collection of income and payment of expenses
  • Staffing of expert advisors
  • Follow up of complaints
  • Publication of review and statistical reports
  • Production of the Annual report
  • Leadership and coordination of the Purchasing committee

Consultant service

  • Writing of specifications
  • Technical opinions
  • Quality control
  • Awarding and managing of contracts
  • Establishment of procedures, standards, and policies
  • Training and information
  • Research and development
  • Legal opinions
  • Representation before the courts

SIMPLE TO JOIN

School boards

The school boards of the Island of Montréal join the Cooperative Purchasing System for a given school year through a resolution sent to the Comité de gestion before February 1st. Their membership will then be effective starting May 1st of that year.

Other organizations

The other organizations wishing to join the Cooperative Purchasing System for a given school year must sign an agreement of participation with the Comité de gestion before February 1st. Their membership is then conditional upon the approval of the agreement by the Comité de gestion; once membership has been confirmed, it becomes effective starting May 1st of that year.

Membership must be renewed annually.

The Comité de gestion de la taxe scolaire de l’île de Montréal (CGTSIM) is a public organization governed by the Education Act. It offers technical, administrative, and financial support services to the five school boards on the Island of Montréal.
